The cost of living in Puerto Rico is not one number. A useful answer separates the costs that behave much like mainland expenses from the costs that change because this is an island, the electric system uses adjustment charges, and a San Juan household has different transport and housing choices from a household elsewhere in Puerto Rico.

Numbeo is a crowdsourced index, not a government series and not a quote for your household. Its value is as a reasonableness check after you have built a budget, not as the budget itself.

Electricity: read the bill, not just the base rate

Electricity is the category most likely to invalidate a mainland budget. CONFIRMED LUMA Energy explains that electric rates are established by the Puerto Rico Energy Bureau. The residential tariff includes a customer charge and an energy charge, then applies reconciliation clauses and riders.

CONFIRMED In LUMA's fiscal-year 2027 tariff book, posted in July 2026, the General Residential Service schedule lists an $8.00 monthly customer charge and a $0.08648 per-kWh base energy charge. The same schedule says that residential service is subject to additional riders, including fuel and purchased-power adjustments. Those base figures are therefore not an all-in retail rate and should not be multiplied by expected consumption and presented as a complete bill.

CONFIRMED LUMA's current-rates page publishes the current adjustment documents and directs customers to the approved tariffs. Anyone comparing apartments should check that page when budgeting because adjustment factors can change.

LIKELY In an air-conditioned San Juan apartment, behavior matters as much as floor area. Cooling every room continuously is a different budget from cooling occupied rooms and using inverter units deliberately. Ask these questions before signing:

CONFIRMED At 56 Krug every apartment has air conditioning in every room, its own dedicated Anker backup battery in the unit, and the building has a water cistern. The battery is per apartment rather than a shared building system, so it is not a case of the lobby staying lit while your fridge does not. There is no generator, and we do not want one: batteries are silent, need no fuel run and produce no fumes in an occupied building.

What we will not give you is a fixed monthly electricity figure. Consumption varies enormously with how hard you run the AC, and any operator quoting you a flat number for an apartment they have never seen you live in is guessing.

Water and sewer: verify the meter and the lease

CONFIRMED The Autoridad de Acueductos y Alcantarillados tariff page states that the residential structure effective 1 July 2026 combines a base charge with block consumption charges, with the applicable structure affected by customer class and meter diameter. The authority publishes the tariff rather than a universal household bill.

That distinction matters in apartments. Water may be separately metered, allocated at building level or included in rent. Ask how the account is held, whether sewer charges apply, whether there is a usage allowance and how a leak is handled. A quoted rent that includes water should not be compared directly with one that excludes it.

LIKELY Water is usually a smaller planning risk than electricity for an apartment household, but the operational question is continuity. Ask how the property supplies water when public service or electric pumping is interrupted. Do not infer resilience equipment from a listing that does not state it. CONFIRMED For our own building the answer is a water cistern, paired with a dedicated Anker backup battery in each apartment.

Groceries and household goods: price your own basket

It is tempting to say that “everything is more expensive on an island.” That is too broad to be useful. CONFIRMED The U.S. Maritime Administration's Jones Act summary states that merchandise transported between points in the United States by water is generally subject to U.S.-build, U.S.-ownership and coastwise-endorsement requirements. The rule helps explain part of the freight environment. It does not produce a defensible universal grocery markup.

LIKELY The practical pattern is mixed. Imported mainland brands, bulky household goods and items with cold-chain requirements can feel expensive. Local substitutes, seasonal produce and a disciplined warehouse-shop can change the result. Delivery fees and impulse convenience purchases can erase those savings.

Build a recurring basket from the food and household items you actually buy. Price it at shops you would use near your intended home, then add delivery or transport. This is more accurate than comparing a few headline items chosen by an index.

For the initial move, separate recurring groceries from setup purchases. Cleaning supplies, small appliances, linens and pantry staples can make the first month look artificially expensive. A furnished property with a full kitchen changes that setup list, but you should still confirm exactly what is provided.

Vehicle and transport: decide with the VIN, commute and parking

A vehicle decision has three parts: the tax and freight cost of importing, the local cost of buying, and the daily value of having a car.

CONFIRMED The Puerto Rico Department of Hacienda's vehicle-excise guidance says the excise tax on an imported vehicle depends on its Puerto Rico taxable price. Hacienda directs users to its SURI system and recommends a vehicle identification number lookup for an estimate. That VIN-based result should be obtained before you book ocean freight. A generic percentage from a relocation blog is not a reliable substitute.

If buying locally, compare the complete drive-away price, financing terms if relevant, insurance and the condition of the used market. If shipping, compare freight, port handling, excise, collection, inspection, registration and any storage exposure. Do not compare a mainland resale value with a local sticker price and call the difference the “cost of moving the car.”

LIKELY Condado can reduce daily car use because many routine errands are accessible on foot, but a car remains useful for work routes outside the compact metro core and for travel around the island. Parking therefore belongs in the housing comparison. Confirm whether a space exists and whether it is included, because in Condado it frequently is not. Insurance: quote the Puerto Rico risk, not your mainland renewal

Insurance is not one line. A relocating household may need health, vehicle, renter's or homeowner's cover, plus specific treatment of personal property and weather-related losses. Policy language and underwriting vary, so a credible guide should not invent a “typical” premium.

Request written quotes using the Puerto Rico address you are considering. For health cover, verify the provider network and prescriptions. For vehicle cover, compare the limits and damage protection rather than only the premium. For renter's cover, ask how personal property, water damage, wind and temporary accommodation are treated. If buying, obtain the property-specific insurance requirements before the purchase becomes time-sensitive.

LIKELY This is one of the categories where early calls save more than internet averages. A low premium is not a saving if the doctors, vehicle use or property risks you need are outside the policy.

Healthcare: budget for access, not just the premium

The most important healthcare question is not whether Puerto Rico has doctors. It is whether your intended policy includes the providers and facilities you would actually use.

Before moving, ask your current insurer in writing how non-emergency care in Puerto Rico is treated. Then check local plan options, routine providers, specialist availability and prescription continuity. Do not cancel existing cover until replacement coverage is effective and documented. If a family member uses a specific medication or treatment, confirm the local prescriber and pharmacy process before travel.
